Construction of 7 refineries moving ahead

The National Iranian Oil Refining and Distribution Company (NIORDC) currently has the construction of 7 refineries across the country in hand.Khuzestan refinery, The Persian Gulf Star refinery, Shahriar refinery, Anahita refinery, Hormoz refinery, Caspian refinery and Pars refinery are the seven planned refineries, the Mehr news agency reported.

Together they will cost around 20-23 billion US dollars, and will be finished in 2012, official statements say.

This means that the projects will cost 42 billion, and will be finished in 2020, if you look at other projects the government has given estimates on; The Milad Tower, The Bushehr Power plant, various projects in the military etc. that took 10 years more to finish because of boomerang on and off financing, and really bad planning. Not to mention the military cost of protecting these sites.

Good at planning and talking it up...but zero at delivery

They can plan all they want...but until these thing are operational and yielding production level refined goods, they are not worth the paper it was reported on.
