And yes, Iran will be suspicious at any foreign workers knowing that Iran is a force in the region and a newly entered super power.
Russia doesn't deserve to have the title, they need to move over as they have for the Chinese. Russian leadership is far less sophisticated for the world's politics and too corrupt even for their own pockets.
