Obama Administration officials, officials in other Western governments, and Western pundits are currently noting with great enthusiasm any development which can be construed as evidence that “sanctions are really beginning to bite”.  But do the United States and its international partners really want to shape a more positive relationship with the Islamic Republic?  If they do, this is not the way to go about it.
