If so, perhaps the temptation is not the fault of women's physical genetic attributes, but the failure/refusal of men to accept their feminine 'sisters' as equal partners in pursuit of peace, understanding, and intellectual/spiritual evolution(?). (However, your suggestion brings more comical images to mind.)

There is no guarantee that they dislike this new form of hijab, take the opportunity and set it as a new standard for hejab after a while. if it happens it would undo all the modifications that Iranian women have fought for all these years of post-revolution. It looks like running backward and does not serve the purpose of disobedience.
secondly, it is very unlikely for younger generation to keep up with thism of hijab where they use to drive, work, and study. whereas in societies that wearing burqua is common women are not active in those fields.
