"Dear Sister:
[please] Refrain from wearing any enticing outfit so as to avoid harassment from men with [ill-intention]."
I put the 'please' in brackets, because it is or can be implied. 'Ill-intention' is an approximation. It's literally, "unclean-eyed men," or horny men.
The banner is from the shop owners in the area, and is possibly more from government pressure than preference. Again, I do NOT support the banner or the policy. But, I think now a days there is too much 'mis-translation' when it comes to Iran, for whatever reason!

I realize that people's rights in the U.S. are also abused specially if you are Muslim and or of Arab descent and things are getting worse daily.
