I freeze framed the video clip at 4:56 minute, digitalized it, converted it into RGB color (48-bit), magnified the placard in the middle of the screen, balanced the colors, adjusted blur, noise, hue, saturation, brightness, and sharpness,, and here is what it says:

As I remember, the interior Ministry was a tall building south side of Park Shahr with no gate, are you sure this is Interior Ministry?

Also you don’t know what the demonstration is all about unless you can clearly hear the slogans the are chanting
