This same mentality allows women to have Hejab, harsh ruled not be challenged, and corruption to exist without question. They are all related.
This kind of mentality in our society will not do better with any other system that is secular or non, similar to Shah or today. We need to fix this.
Khatami, regardless if you like him or not, made a valid case that civility and obedience to law is the first step toward a better, lawful and modern society. Without that it is IMPOSSIBLE to reach a society that values Rights of its citizens. You see in the clip how he takes the Rights of others for his own utility. Mentality must change. That's the job of the society to reach that cultural level.

It is not just about blatant disregard for others' lives and properties. Its about being selfish and ignorant and uneducated and rude.
All of these issues are very obvious from the moment you step in to the airport and throughout your stay.
You can draw up as many strict regulations and rules and policies as you want. But it will take a few generations to instill new values in people.

For example, when you use so and so many billions on a branch of the police force to make shure a woman is wearing her hejab correctly, you lose funds for traffick police.
You lose funds for pre-school children education about how to behave in traffic.
And you have simply make stricter laws and enforce traffic more while at the same time, build large highways that can accomodate the heavy traffic Teheran has from time to time. It has grown much better than what it was before.
And comparing our streets, cars and people with Bangladesh is just.. ridicolous, go take an asprin and cool down..
