Osman's shirt

What is the meaning of "Piraahan-e Osman" (Uthman's shirt) and what is the historical story it is based on? If I remember correctly, the origin of the expression has something to do with the early years of Islam and the fight over succession after the assassination of the third Caliph, Uthman. One of the contenders, Moavieh, held Uthman's bloody shirt and falsely accused his rival, Ali, of murder. So "Piraahan-e Osman" in Iranian culture refers to a sort of "red herring".
