Hands down!

Although there have been and are currently many talented and admirable Iranian actors, there has been no one quite like him. 

 

Gheysar of course comes to mind first.  That was one of the very first (if not the first) Iranian movie I ever saw, as a child.  But there are tons of them where he is by turn hilarious, imposing, scary, raw, etc.  I particularly liked his portrayal of the deeply divided character in the Iranian version of the Liz Taylor Montgomery Clift classic A Place in the Sun (itself based on the Dreiser novel, An American Tragedy).  I am not 100% sure, but I think it was called Panjereh

 

In Nassereddin Shah, Actoreh Cinema, Makhmalbaf' superb film, he pays an emotional homage to Vossoughi, with a montage of all his memorable death scenes!

 

I don't think anyone else can be in the same league with him, at least not right now, so I say go ahead and give him the award  :)
