We talk about how rich the Rafsanjanis are, or how many multi-billion-dollar contracts have been awarded to the Sepah, Bonyad Mostazfan's huge unsupervized business, the hundreds of millions of dollars allocated to the seminaries in Qom and elsewhere each year, as well as the conglomerate that is the Astan Qods Razavi... but has any one closely followed developments related to the Owghaf Organization? I have a suspicion that officials in various parts of the country are reviving quite ancient and dubious endowment claims in order to make huge profits.
Many years ago I read a piece of news that the ownership of many commercial and residential buildings in Velenjak, a neighborhood in the northern outskirts of Tehran, had gone into question. I do not remember the exact details but the basic story was that the Owghaf, which manages endowments in the entire country, had laid claim on a huge chunk of land based on endowments which were decades old. The organization was demanding rent from current owners even though they had no idea they were sitting on disputed land. I couldn't believe that such a vast area could suddenly become religious property. The story stuck in my head. As time went by I heard similar stories but I didn't connect the dots.
Then a couple of weeks ago I saw a clip from Iranian state tv showing Prosecutor General Mohsen Ejehie talking to the press about an 8,000-sq-meter "land-grab" around a mosque in the heart of Tehran's business district: the bazaar. The Owghaf is claiming that the land in question was an endowment and cannot be bought or sold. That sounded familiar. I began to wonder: Could it be that the religious establishment is extending it's greed to include prime property? Are the mosques going after land that was taken out of their control during Reza Shah's anti-clerical campaign and his son's land reform in the 1960s?
It's just a suspicion but I think it's something journalists and academics may find worthwhile digging into.
I googled news on the subject and look what I found. These are just a few examples. There appear to be dozens if not hundreds of stories on endowment disputes which under today's conditions are most likely going to be resolved in favor of the religious establishment. If so, the amount of corruption going on in this area alone could pale others in terms of the amount of money involved:
مشهد - آيت الله العظمي نوري همداني گفت: موقوفات تصرفي كه در چنگال موقوفه خواران قرار دارد، بايستي سريعا به وقف بازگردد ... مديركل اوقاف و امور خيريه خراسان رضوي هم گفت: در اين استان 15هزار موقوفه ، 100رقبه و 350بقعه امام زاده وجود دارد كه اين اداره در حفظ و حراست و احياء ، عمران و آباداني بقاي متبركه تلاش مي كند . حجت الاسلام حجت گنابادي نژاد افزود: بسياري از موقوفات در زمان رژيم ستمشاهي آسيب ديدند و يا مورد تهديد قرار گرفتند و در جريان اصلاحات اراضي از بين رفت و يا توسط سودجويان تصرف شد كه با پيروزي انقلاب اسلامي برخي از موقوفات بازگردانده شد>>>

خبرگزاری موج - عضو مجمع نمایندگان روحانی مجلس اظهار داشت: قطع دست موقوفه خواران موجب تقویت روحیه خیرخواهانه برای گسترش وقف در جامعه خواهد شد. به گزارش موج به نقل از پایگاه اطلاع رسانی سازمان اوقاف و امور خیریه، حجت الاسلام غلامرضا مصباحی مقدم با بیان این مطلب که یکی از نهادهای ارزشمند در اندیشه دینی بویژه اسلام نهاد وقف است، گفت: به تعبیر روایات وقف صدقه جاریه است یعنی صدقه ای که پس از مرگ انسان همچنان منشا اجر و ثواب است. وی به برخورد قاطع با موقوفه خواران وقطع دست آنان ازاین منابع پر خیر و برکت اشاره و خاطر نشان کرد: قطع دست موقوفه خواران موجب تقویت روحیه خیرخواهانه برای گسترش وقف در جامعه خواهد شد.مصباحی مقدم درادامه بااشاره به اینکه در تاریخ ایران وقف امری ساری و جاری بوده است، افزود: نحوه برخورد با وقف دردوران رضاخان که منجر به ابطال اسناد موقوفات شد، اثر نامناسبی را بر ذهنیت جامعه ما گذاشت. وی با اشاره به این که در برخی موارد،برخی متولیان ناشایست موقوفات که بهتر است آنها را وقف خواران بنامیم اثر نامناسبی برافکار جامعه ما گذاشت، گفت: استفاده غیر بهینه از موقوفات آثار نامناسب و ناشایستی را به جای گذاشت.که هر چند پس از انقلاب شرایط بهبود یافت، اما هنوز به حد مطلوب نرسیده است>>>

به گزارش شبكه خبر، سرپرست سازمان اوقاف و امور خیریه در سخنان پیش از خطبه های نماز جمعه تهران با بیان این خبر افزود : 13 هزار پرونده قضائی از موقوفات در دادگاه ها وجود دارد که با پایان دادرسی ، بسیاری از موقوفات از موقوفه خواران پس گرفته خواهد شد. حیدر مصلحی با اشاره به اینکه هم اکنون بیش از 119 هزار موقوفه با یک میلیون رقبه در قالب ملک ، زمین ، مغازه و پاساژ در کشور وجود دارد ، اضافه کرد : این میزان موقوفه ، ظرفیت بسیار فراوانی در توسعه اقتصادی ، اجتماعی و فرهنگی کشور فراهم کرده است >>>

استان تهران - خبرگزاری مهر: مدیرکل اوقاف و امور خیریه استان تهران از شناسایی بیش از 20 هزار میلیارد ریال زمین و املاک وقفی که در تصرف سودجویان و موقوفه خواران تهران بزرگ و شهرستانهای استان است، خبر داد. حجت الاسلام یدالله شیرمردی در گفتگوی اختصاصی با خبرنگار مهر در ورامین افزود: این موقوفات در شش ماه اول سال جاری شناسایی و کشف شده که متاسفانه در اختیار سازمان اوقاف و امور خیریه کشور و استان تهران قرار ندارند. وی خاطرنشان کرد: برخی از این موقوفه ها به لحاظ قرار گرفتن در منطقه شمال تهران بزرگ یا مناطق خوش آب و هوای استان تهران، قیمتهای بالایی دارند. این مسئول افزود: تلاش سازمان اوقاف و امور خیریه این است که این زمینها و املاک با همکاری مردم، علما، دستگاه های انتظامی و قضائی و ارائه مستندات و مدارک به سازمان بازگردانده شود... شیرمردی افزود: ارزش مالی این 30 باب مغازه با توجه به نزدیک بودن آنها به بازار و مراکز تجاری اصلی تهران بزرگ، میلیاردها تومان است>>>

همدان - خبرگزاری مهر: مدیرکل اوقاف و امور خیریه استان همدان گفت: دو دانگ از اراضی شهرستان لالجین موقوفه است و همه باید این موضوع را بدون هیچ شبهه ای بپذیرند. به گزارش خبرنگار مهر ، حجت الاسلام محمد صالحی در جمع خبرنگاران اظهار داشت: برخی از افراد برای مردم ابهاماتی را به وجود آورده اند اما از نظر اوقاف هیچ شبه ای در این زمینه وجود ندارد. صالحی تاکید کرد: دو دانگ از شهر لالجین 150 سال پیش توسط زبیده خاتون به نیت اباعبدالله (ع) وقف شده است و هم اکنون نادیده گرفتن این موضوع جایز نیست. مدیرکل اوقاف و امور خیریه استان همدان ادامه داد: اراضی مذکور جز مهریه واقف است و مهریه یکی از حلال ترین اموالی به شمار می آید که اسلام آن را مشخص کرده است>>>

kerendnewsدر جلسه ی دیروز مجلس شورای اسلامی در ادامه ی بررسی لایحه ی پنجم توسعه مجلس مصوبه ی ارزنده ای را اجرا کرد که طبق آن از ابطال اسناد کشاورزان جلوگیری کرد... فلاحت پیشه با اشاره به این بند گفت: ما وقف را یک امر شرعی و مقدس می دانیم و خود را مقید به اجرای قانون وقف می دانیم ولی متاسفانه در چند سال اخیر به بهانه ی وقف بدونه آنکه اطلاعی به مردم بدهند در بعضی نقاط از جمله استان کرمانشاه به راحتی اسناد زراعی مردم را باطل میکنند و اسم آن را وقف می گزارند. وی به مواردی در حوضه ی انتخابیه ی خود اشاره کرد و گفت: در این موارد مردم بجز اینکه حتی در جریان رای دادگاه و پرسه ی پیگیریه دادگاه قرار گیرند در یک دعوای قضایی بین ملاکین سابق و اداره ی اوقاف زمین هایی را که نسل ها در اختیار مردم بوده است لغو سند شده اند >>>

حجت‌الاسلام علي باقري اظهار داشت: در طي سال‌هاي گذشته اقدامات خوبي در راستاي احياي موقوفات در استان زنجان صورت گرفته است. مديركل اوقاف و امورخيريه استان زنجان با بيان اينكه در گذشته به اوقاف در كشور اهميت داده نمي‌شد، افزود: پس از پيروزي انقلاب اسلامي احياي موقوفات مورد توجه قرار گرفت كه در اين زمينه اقدامات خوبي انجام گرفته است. وي با بيان اينكه در گذشته موقوفات از سوي خاندان سلطنتي تصرف شده و مورد استفاده قرار مي‌گرفت، تصريح كرد: با اين وضعيت به نيات واقفان نيز در جامعه عمل نمي‌شد... وي با بيان اينكه در استان زنجان اقدامات بسيار مناسبي در طي چهار سال گذشته در راستاي احياي موقوفات انجام شده است، ادامه داد: در چهار سال گذشته 7 هزار و 400 هكتار زمين اوقافي توسط اداره‌كل اوقاف استان احيا شده است>>>

به گزارش خبرنگار اجتماعی برنا،حجت الاسلام و المسلمین کریمی در مراسم آیین پرده برداری از ضریح امامزاده زید(ع) واقع در بازار با بیان این مطلب اظهار داشت:طبق اسناد تاریخی این امامزاده بزرگترین امامزاده تهران بوده است ... سرپرست اداره اوقاف شمال تهران ... در پایان با بیان این مطلب که شکواییه اوقاف شمال تهران مبنی بر بازگردادن موقوفات از یک سال و نیم گذشته نتیجه ای نداشته است تصریح کرد: بنا بر اسناد تاریخی وسعت این امامزاده 14هزار متر مربع بوده است که در حال حاضر اغلب اراضی آن تصرف شده است. به خصوص ملک آتش نشانی مستقر در جنب امامزاده که شکایت از این موقوفه خواری از یک سال و نیم گذشته تا کنون نتیجه ای نداشته است >>>

به گزارش خبرنگار اجتماعی برنا، حجت الاسلام علی محمدی در نشست تخصصی جایگاه رسانه در اشاعه فرهنگ وقف در پاسخ به سؤال خبرنگار اجتماعی برنا مبنی بر اعلام اسامی موقوفه خواران در دستگاه های دولتی و غیر دولتی برای اطلاع رسانی بیشتر در این زمینه اظهار داشت: این سازمان آمادگی اعلام اسامی موقوفه خواران را دارد، اما در اعلام این اسامی به لحاظ قانونی و شرعی با محدودیت مواجه است... سرپرست سازمان اوقاف و امور خیریه در بیان بعد فرهنگی این حکم الهی اظهار داشت: انجام نیت و خواسته واقفان در کشور در حوزه های فرهنگی به ویژه ترویج علم قرآن توجه به مراکز آموزشی، کمک به دانش آموزان و طلاب حوزه علمیه از جمله مواردی است که در این حوزه به آن پرداخته می شود >>>

by amirparvizforsecularmonarchy on Thu Jun 23, 2011 06:51 PM PDTAll the land that had been given to people was taken back and the profits from farming have changed hands over the years 3 times but always to the new ayatollah living in mashad the annual revenues just from farming are in the billions per year and the people are now very poor, living like africa in delapidated homes that have not been fixed for 30 years. The farmers complain they don't even get 5% of their production, which is less than the 10 to 20% they used to get even when the land was owned by large religous interests. They are making up for the years they lost the land I guess, but the poverty is very cruel and unforgiving to millions of people who ironcally brought these guys to power.
Oghaaf is ultimately Pasdaran once the religious verdict is done
by Esfand Aashena on Thu Jun 23, 2011 12:03 PM PDTI actually know of some people who in early to mid years of revolution, before the end of the war, were locked in horns with Oghaaf and ended up keeping their land.
This was disputes between a party who claimed vaghfi land and one who claimed private land. Had the vaghfi land won the Ayatollah's ruling it'd have been given to Bonyad under the Pasdaran umbrella and ultimately Pasadaran itself.
However, those were small claims and what you talk about are large claims. Very large. There was an abandoned hi-rise at the intersection of Takhte Tavoos and Shah Abbas that began construction in 77 or 78. Then in 79 the construction stopped and the half built building with skeleton remained as it was when it must have been suddently abandoned with cranes having stuff hanging from it mid air subject to wind, storms and all for decades! From 79 to about 4 or 5 years ago when they re-started construction again.
So for all those decades the dispute was between Pasdaran trying to lay claim to the building and when they did someone must have stopped them again because the construction has stopped again.
Anyway, this issue is very worrisome for many because no one knows how and under what circumstances they may lose their land. Many have a hunch but you never know. It is very unfair, like many other things under the Islamic Republic. It's like a mini-Israel right in the heart of Islamic Republic!

Khoda pasandane

At that time, some 40 years ago, my father was in charge of finding and purchasing of land for the then Bank of Tehran in the provinces of East and West Azarbaijan. And through that position he knew very much about prime real state in Azari cities.
One day this influential Mollah calls my father and says that a nephew of his wants to open a shop in Khoy (I think) and asks him if he could find the nephew a "zamine khodapasandane."
My father askes him what on earth would constitute a khoda pasandane piece of property?
The mollah hesitates a bit and says "Mm, khodetun ke bayad behtar bedunin..., kholaseh do nabshe bashe dige."
So now you all know. God prefers properties located on junctions. God and 7-11.
Land robbery

Not only conquering the free will of people, but occupying and stealing the real estate from them. Catholic church did this in the 8th century by a fabricated document claiming the donation of half of Italy to them by Tzar Constantin (so-called Donation of Constantin //en.wikipedia.org/wiki/Donation_of_Constantine).
These "representatives of god on earth" are very innovative in developing new "business concepts" ones they lose support from the believers.
