This is clearly a portrait of Fath Ali Shah of Qajar, which is seen seated on a throne, wearing a crown, jewelled clothing and a sword. Apparently, Europeans mispronounced his name at the time calling him Fethaly Chamor Fethaly Chah. It seems this portrait is an English copy of an earlier French version calledFethaly Chah Empereur des Persans which can be seen on the second external link seen above.

One can surmise that his incompetent miserable rule was a result of having 1000+ wives.   It could have very WELL conflicted with the running of the country, especially if you are not much to begin with.

He was a true disaster; a real civilization CHAH…an abyss!
