Andre Carson, grandson of the late Democrat Rep. Julia Carson, was elected to serve the balance of her term in the U.S. House of Representatives in a special election.
She died in December 2007, after serving 11 years in the heavily Democratic district.
The younger Carson, 33, a member of the Indianapolis City Council who converted to Islam about a decade ago, will serve out the remainder of his grandmother's term through calendar 2008. He beat Republican Jon Elrod and a third party candidate with 52 percent of the vote to 44 percent for Elrod.

As you will see, statistics show the "widow's mandate" gets them in, but doesn't necessarily keep them there. Half of these people last one term or less. Lindy Boggs and Mary Bono are two exceptions that come to mind.
As far as Carson being filler, it bears remembering:
It's an election year. Campaigning for election or re-election has taken priority. (Not that running the country has ever been their priority)
In less than 3 months, all of Capitol Hill will be off for the summer recess. Also, there are the Democratic and GOP conventions. When they return from the recess, it will be right before the November general election. Just enough time for last minute campaigning.
In the weeks following the election, prior to January when everyone has be sworn in all over again, nothing, and I mean NOTHING will get done.
If Andre Carson does not win election in November, he will be out of DC in January. He has to campaign between now and then. That makes him not just filler, but a temp on top of it. So for now, he needs to just rent an apartment close to the Metro that offers a month-to-month lease.

To suggest that it is would also devalue the election of Keith Ellison, the first Moslem in Congress.
Carson was likely elected out of respect for the memory of his grandmother, the same way that many wives have been elected or named to complete the terms of their recently deceased husbands. In most of those instances, the widows had no work experience, let alone political experience.
This is a lame duck year, and if anything, Andre Carson will be nothing more than a seat filler for whatever commitee meetings that remain on the Congressional session calendar, and perhaps will act as a rubber stamp for his grandmother on matters for consideration in Congress that have pretty much been decided already, save the formality of an actual vote.
