The government of Iran has admitted to at least 27 fatalities in Tehran but the true numbers are probably much higher.
GOVERNMENT OFFICIALS HAVE ANNOUNCED A TOTAL OF 645 ARRESTS IN TEHRAN SINCE13 JUNE 2009. THE CAMPAIGN HAS RECEIVED INFORMATION THAT ABOUT 70 PEOPLE DETAINED IN SHIRAZ HAVE BEEN RELEASED AS OF 21 JUNE. THE CAMPAIGN BELIEVES SEVERAL HUNDRED MORE PEOPLE COULD BE IN DETENTION THROUGHOUT THE COUNTRY.

It is not a question of "trying to cash in". It is a question of 'public relations outreach.' The people behind the campaign very correctly wish to appeal to as many different groups as possible. By choosing a photo of Neda in chador I am sure they are hoping to covey (even if subconsciously, if you will) a positive message to very religious people including hardliners. This could help to sway them to their cause or at least get them not to be hostile to it.
It is not hypocrisy on the part of the people behind the campaign. It is the truth that Neda IS wearing black chador. It is also the truth that having chosen to be photographed like this there is a very distinct possibility that she had respect for Islam.
Why not green? The Greens and their supporters worldwide do not have to be convinced of anything. It is others who do.
Green is far too joyful for commemorating the dead.
Black it is the color of mourning. (And also the astute people behind this campaign probably realize that the green may be by now a bit 'overplayed' by now, especially since the political topography every day is changing so much. Subtly but so much)..
When you are planning aa publicity campaign you are talking to your audience TODAY . NOW It's not so important to dwell on history, even recent history.. You just target as wide an audience as possible NOW.
Black is so effective because for everyone it symbolizes mourning (and this is very effective for Westerners). But for the 'opposition' it has the wonderful advantage of also signifying Islam. Green would turn them off. But this appeals to them directly. The organizers of the campaign do this in the hope of 'winning hearts and minds'. What baseeji's wife would not weep (again) upon seeing this photo of Neda after having tried to forget?
Black means sadness. Death. Green means joy. Life. This is about a funeral, about the dead.
A brilliant move with Neda's photo. A+ to the campaign organizers.

1-Revolution 1979 was not an Islamic, it just had been taken hostage by a fundamental Muslin leaders in absence of any organization.
Same thing happening now. There is not any organization due to absolute dictatorship. People do not have much of choice. Are they Muslim? Absolutely but do they have a choice to choose? No, they do not.
2- I do not know if Neda was practicing muslin or not? Do you? Either way, I do have great respect for her and she looks beautiful in all her pictures including this one but when I saw it , it was just strange to me that someone to pick a picture of her with a full Hejab ? From reading your note, I guess, I was right. Some people trying to cash in and make her own.
3- Again, out of curiosity; why a black list while the color of movement is clearly Green? I put Ahamdi Najad under a black list, not these young fallen heroes.

At the same time, she happens to look more gorgeous than I have ever seen. Like a Vogue model. (As we say in fashion, 'less is more'...). You probably can't see how stunning and elegant she looks because as an Iranian of a certain type, you have an understandable and not uncommon 'allergy' to chador, but she does.
So the photo plays to all 'sides'... west, green, hardline..
And equally important (in some ways more), of course she is first, she is the most famous, and this is 'the BLACK list', and she is in all black.
Very shrewd. Someone is on the ball.
