First of all, owning pets is stupid. Second, a majority of pet stores are like that. Are you willing to pay more for pets so that pet store owners would invest more in caring for these defenseless creatures? I think not you cheap Iranians. If you think the store is bad, look at where and how they are breeding these animals... you will never want to own a pet again. Plus, you idiots buy pets, then go to work all day so the pets have to hold in their waste and be alone all day. Pets are for farms, open areas, and places where they are not left alone all day.

What does having a business have to do with breaking the law??? (Most Iranians have either a business or are working professionals to varying capacities) These kind of "koli bazi" may have worked back in Iran and I hated it. Miscommunication

The store owner tries to use a communication method that does not work in the new environment. Here is the reason:
In the iranian culture "self-victimization" is a method of dealing with the problems. According to this guy's social behavior system people should go forward and stop him from beating himself and try to calm him down. Then they have to negotiate with him over the issue. They should either forgive him for his mistake, or accept his terms. None of those happens here because: 
1. People don't receive the message,
2. Nobody other than the judge (or the official in charge) can make any difference,
3. Any change in the decision needs to be according to the regulations.
There is no apace for negotiations here, and there is no positive value for self-victimization.
