In the name of God the compassionate, ever merciful
In special cases for example when Ibne-Moljam already struck the mortal blow to Imam Ali's (AS) head and Imam was dying, he authorized a merciful death for Imbne-Moljam. He was merciful to Ibne Moljam because he knew probably if he forgave him, some of the people out of anger may wanted to harm Ibne-Moljam later, beyond the limits set by the holy Quran. So he ordered an equal punishment instead:
Sureh Ash-Shura, Verse 40:
“The recompense for harm received (injury) is harm returned, equal thereto (in degree): ..."
